Flat makes sense with a big fundamental (the Fed) about to be the major influence today. Even if you told me ahead of time what the Fed was going to do, I'm not sure what the right trade would be. I think if they cut 50 it's a sign they're still scared and you sell any rally. If they cut 25 or less they are not as afraid of a recession so then you buy the break.
